He said this in response to a question about how we had to send cluster munitions to Ukraine because we were essentially out of ammunition.

“I understand the argument saying, look, this is a temporary solution, this is a backstop because Ukraine is running low on munitions,” co-host Savannah Guthrie questioned.
“How do you find yourself in this situation where you’re virtually out of ammo and having to resort to this incredibly contentious weapon that many nations, including allies, outlawed?” she asked.
She added, “This conflict has been going on for 500 days, and the West has provided billions of dollars to Ukraine.”
“Well, first of all, step back,” Blinken said.
“Russia was on Ukraine’s doorstep sixteen months ago in Kyiv. It attempted to take control of the entire nation, overthrow its government, remove Ukraine from the map, renounce its independence, and incorporate Ukraine into Russia,” he replied.
“Due to the extraordinary bravery of the Ukrainian people, that attempt failed,” he said. “The overwhelming backing from country after country has also contributed to its failure.”
He continued, “Everything has been shifted to the east and south. Ukraine is attempting to reclaim more of the area that Russia has taken. They are fighting alongside us.”
Blinken added, “Thus, they must use every effort to win. But Russia has already fallen short of its goals in this regard. And right now, we want to ensure that Ukraine can exert the maximum effort to reclaim the land still under Russian control.”
